Governance and Rollout
Teams usually do not fail because they picked the wrong product first. They fail because adoption moves faster than policy, verification, and permission boundaries.
This page is about making AI coding usable at team scale without turning it into a free-for-all or a procurement spreadsheet.
What Good Governance Actually Does
Section titled “What Good Governance Actually Does”Good governance should:
- make it clear which workflows are allowed
- define where code can go and under what terms
- set verification expectations for AI-authored changes
- keep permissions narrower than convenience pushes them
- make rollout reversible if a tool stops fitting
If governance only produces long vendor checklists, it is not doing its job.
Start with Workflow and Risk, Not Brand
Section titled “Start with Workflow and Risk, Not Brand”Before comparing vendors, decide:
- Which workflow shapes are acceptable for your team?
- Which deployment boundaries are acceptable?
- Which repositories or data classes are in scope?
- What must be verified before AI-authored code is merged?
These decisions narrow the tool field much faster than feature comparisons do.
The Four Policy Questions

Section titled “1. Where can code go?”- consumer hosted tools allowed or not?
- BYOK allowed or required?
- local or self-hosted needed for some work?
- regulated or client repositories excluded by default?
2. What permissions can agents have?

- terminal access allowed?
- network access allowed?
- sandbox required for higher-risk workflows?
3. What verification is mandatory?
Section titled “3. What verification is mandatory?”At minimum, define whether AI-authored changes require:
- human diff review
- tests or build checks
- security scanning
- explanation in the PR for non-trivial changes
If you do not define this, the team will drift into “it looked right” review.
4. How will you evaluate success?
Section titled “4. How will you evaluate success?”Track:
- review time
- rework rate
- defect rate
- security findings
- developer-reported friction
Do not measure success only by code volume or prompt count.
A Practical Rollout Pattern

- pick low-to-medium risk repositories
- define mandatory verification checks
- keep the pilot short and review outcomes quickly
Phase 2: Standardize the baseline

- publish allowed deployment boundaries
- publish minimum review and verification rules
- add starter context files and setup guidance
Phase 3: Expand carefully
Section titled “Phase 3: Expand carefully”- allow more repositories only after pilot evidence is good
- separate low-risk and high-risk usage patterns
- add stronger controls before granting broader permissions
Phase 4: Review on a cadence
Section titled “Phase 4: Review on a cadence”- revisit tool policy quarterly
- revisit privacy and retention assumptions on a fixed schedule
- trim stale internal guidance aggressively
Default Team Rules That Usually Work
Section titled “Default Team Rules That Usually Work”- AI-generated code is never exempt from review.
- Verification-first workflows are mandatory for non-trivial changes.
- Sensitive repositories need tighter deployment and permission boundaries.
- Vendor claims are not policy; live verification and contracts are.
- Agents do not get broad permissions by default just because they are convenient.
What Belongs in Team Policy
Section titled “What Belongs in Team Policy”Keep the policy short. It should usually cover:
- approved workflow shapes
- approved deployment models
- verification requirements
- permission boundaries
- security escalation path
- review cadence for tool and provider assumptions
That is enough to make decisions consistent without creating a giant governance manual nobody reads.
Failure Modes to Avoid
